The Ministry of Transport of the Russian Federation is a federal executive authority in the transport industry, which carries out functions on elaborating state policy and normative-lawful regulation in the sphere of civil aviation, the use of airspace, sea, internal water areas, rail, road, urban and industrial electric transport, road infrastructure, organization of safety navigational hydraulic structures, transport security, registration of aircraft and traffic management in terms of organizational and legal measures to manage traffic on the roads.

Federal Road Agency (Rosavtodor) is a federal executive authority, which provides public services and administers the state vehicles and roads property, including recording of motorways, and provides state services related to transport safety in this area.

Federal Road Agency is an authorized competent body in the field of roads and vehicles, which exercises the obligations arising from the international treaties signed by the Russian Federation as it pertains to providing the public services and administering public property.

The Russian Highways State Company (Avtodor) was established on the basis of Federal Law No.145-FZ.
The mission of the Avtodor State Company is to form and develop Russia’s national high speed highway network, rebuild existing roads and develop highway infrastructure and highway services.
The State Company was founded by the Russian Federation. As a government structure, the company attracts investments using Public-Private Partnership mechanisms.

GLONASS JSC is an operator of the State system for emergency response ERA-GLONASS from January 1, 2016.

Branches of activities:

• creation and development of innovative state, industry-based and commercial navigation and information systems on the basis of the unique state technological platform
• provision of navigation services of high accuracy and reliability to state and commercial customers 
• cooperation with the participants of the navigation market, hard and software developers, communication companies and scientific institutions, creation of joint ventures and carrying out R&D aimed at use of the State Automated Information System ERA-GLONASS infrastructure
• provision of additional services based on the infrastructure of the State Automated Information System ERA-GLONASS, including “smart insurance”, intelligent transport systems, systems of road navigation, alarm tracking systems, toll systems, and also services to provide safety of navigation on inland water-ways
• development of international cooperation in the filed of navigation and information activities, implementation of navigation and information projects abroad

Association of designers, manufactures and users of equipment and applications based on Global Navigation Satellite systems, GLONASS/GNSS – Forum was established in October 2007 in pursuance comprehensive plan of actions for the forced development of GLONASS in interests of national safety, social and economic, scientific and commercial purposes.

The Association is a non-governmental non-profit organization, was found by legal entities by voluntary consolidation for coordination of its activity and target achievement providing of Association Regulations, also for presentation and protection of its interests.

The European Union Road Federation (ERF) is a non-profit association which coordinates the views of Europe’s road sector and acts as a platform for dialogue and research on mobility issues.

Roads are an undeniable source of socio-economic welfare and will continue playing a dominant role in the transport of goods and people well into the XXIst century. As a respected transport stakeholder, the ERF regularly offers its expertise and supports European research in a number of key priority areas.
